Constructed of bronze with multi coloured enamels, the obverse consisting of a circular laurel leaf wreath, around a central white enameled disc bearing an inscription of KREISSIEGER 1938 (DISTRICT VICTOR 1938), overlaid by a German national eagle clutching a cogwheel overlaid by an enameled HJ insignia, the reverse with a raised barrel hinge and vertical pinback meeting a round wire catch,
